The Civil Affairs Issue Papers Committee has selected the five papers to appear in the 2016-17 version of the Civil Affairs Issue Papers on “Leveraging Civil Affairs.” Brigadier General (ret.) Bruce B. Bingham announced.
The papers, selected among nearly 20 submissions and 10 finalists, are:
“Supporting the Trickiest Task: How Civil Affairs Can Bring Essential and Missing Capabilities to Geographic Combatant Commands’ Mandate to Prevent Conflict” - Major Clay Daniels and Ms. Morgan G. Keay
“The Present and Emerging Spaces for Leveraging Civil Affairs: How Can Civil Affairs Most Important Customers Best leverage CA’s Full Range of Capabilities? - Colonel John C. Hope
“There are More than Two Crayons in the Box” - Captain John K Karlsson and Captain Michael K. Karlson
“Finding Opportunity in Complexity” - Chief Warrant Officer Raymond M. Lutz
“Changing the Business Model: Leveraging Civil Affairs as an Instrument of Defense Support to Diplomacy and Development” - Major Shafi Saiduddin and Sergeant First Class Robert Schafer
The authors will provide verbal presentations of their papers at the Civil Affairs Symposium in Mountain View, CA on Friday, 18 November. Symposium attendees will vote on the top three papers. First prize is a cash award of $500; second prize is $250; and third prize is $100.
The papers were selected based on response to the call, originality of thought, clarity of presentation, and feasibility of recommendations, Bingham explained. The five authors whose were among the finalists not selected for publication will have the opportunity to publish an article version of their papers in the Civil Affairs Journal online on the Association website.
The Civil Affairs Issue Papers, published jointly between the Association, U.S. Army Peacekeeping & Stability Operations Institute, and U.S. Marine Corps Training Command, will appear in electronic and print formats in time for the Civil Affairs Roundtable in Washington, DC in the March-April timeframe.
